Ability to rearange categories order.

Hello,

I just had this idea of a small quality of life implementation where you, as a normal guy, could just drag and reposition each category from servers, for your account. 
For example you have this server with the following order of categories:

vWelcome
#info
#rules

vGeneral
#chat
#images
#videos

vSports
#tenis
#chess

Now let's say you want to have the vGeneral to show as the first category and move the vWelcome to the bottom. And in sports you'd rather see #chess above tennis so at the end you could customize the server to look something like this

vGeneral
#chat
#images
#videos

vSports
#chess
#tennis

vWelcome
#info
#rules

This change would only appear if you try to access the server with the respective account that has those change made in, improving the personal customisation further.
