Roles can give specific roles to other people

So basically imagine this,

Role A - Owner of server
Role B - Regular person
Role C - Regular person

Role A creates 3 roles, and gives one of those Roles to Role B. If that role has the permission, it can give a specific role to another player. So now Role B can give Role C a specific role, but not all of them.

Example on how this could be used:
Housing. If someone wants to give entry to a chat named "house" that's privated for a certain role, but he's not administrator or allowed to manage roles. The owner should be able to make that role, for whoever owns it, givable to other players. But no other roles that exist can be given by that person.
