Specific People Reading Specific Messages

I think it would be good to allow people to read specific messages instead of changing the permissions to the channel/category, I think a solution to this would be to make it so that you could do something like /allow <@person> also you could make it so that specific roles have access to this but it's your decision.

  So basically just editing permissions for a user within a channel
