Video enabled/disabled on a per-server basis

Title says it all.  I want my son, for example, to have video enabled when gaming with me or his vetted friends, but I'd like to have him turn it off when in other servers.  It's too easy to hit it by mistake and there's good reasons for restricting it. 

Same goes for screen sharing - separate setting, similar rationale.
