Allow role creation & management in the developer portal

It would be really helpful if the developer portal allowed us to create roles within teams, so not everyone would have to be an admin. There could be a custom permissions set including things like "Edit Details" - allowing anyone with the permission to edit the application's name, profile picture and description.
