Sticker animation settings should be tied to other animation settings

People with animation settings set to restrict animations have reported that their animation settings are not respected. Sticker animation settings should default to, or be tied to, the same as the global animation settings.

  I have disabled all the animation settings I could find, and yet still when my cursor passes over certain discs in the server frame, those discs go wild with animation. This should not happen.
