Allow Text To Speech in Direct Messages

Hello everyone! I was using TTS recently, when I noticed that in Direct Messages, despite it being a command option (and is autocompleted by pressing tab) Test To Speech does not work in them! I was thinking that it would be an amazing idea to allow text to speech to function in Direct Messages, as it would A: enhance the experience of those who need it to use discord, and B: generally just be a useful feature to have around. Anyone else think the same thing? Feel free to upvote this!

I marked it with Difficulty Seeing, Reading, and Accessibility because Text To Speech is generally used as an accessibility feature for those with difficulty seeing.
