Custom Themes for backgrounds Via an automated system with filters etc

I am really bummed how Better Discord is against TOS but i do feel like there could be a way for us to get the same effect but by discord them self's, I'm thinking of some sort of webpage that can allow creators(aka artists) from discord or the community to make these custom background for the rest of the community to use. If the creator would like to share their work they would have to apply it for approval and discord could have a team or have an automated system to approve or deny the art for lets say "Not detailed enough", "Doesn't meet the requirement's" or "Background is too big, Must be {x}px by {x}px".

Of course discord could choose to charge money, give creators badges etc so ill let them handle that.

I was also thinking of an Trending, most popular etc filters so people could have a look at ones that fit the filter(s) they've selected during search, Filters could go off likes, views or downloads or all three. This would also allow the user to follow creators and like, share and comment on the work they're currently viewing too.

This could also allow users to see how many likes, views, comments the art currently has that the user can see on their screen. 

I have been thinking of this system for quite a while now on how to somewhat get discord interested or at least try out the idea to add this feature as it would really make discord feel more live instead of looking at a plain old colour that is pretty dull 24/7.
