Giving bot users Emoji in the discord API without need of a discord server

Bot users should be given Emoji support in their page on the discord API site, where you would add an emoji like you would in a discord server. The emoji would be assigned its name and ID, which the bot can then use without need of a server's creation, and without one server clogging up your server limit.
