Slow mode update

I think that instead of making everyone is a channel have slow mode enabled that it should be able to activate to only a select few. like a role or a specific person. For example: Say, someone keeps "spamming" annoying pictures but you do not want to punish everyone else who isn't doing it by turning on slow mode for the entire channel, so you should be able to turn on slow mode for the one person or make a seperate roll and turn on slow mode for that roll and give that roll to that person.
