[Privacy Violation] Admins should not be able to move AFK channel users to other voice channels

Hello,

I'm concerned that if a user ends up in an AFK channel with a hot mic, they can have their privacy violated when an admin moves them to an active voice channel.

Sometimes, users walk away from their computer without muting and do not return, so they are automatically moved into the AFK channel. Others may move themselves into the AFK channel with the intent to rejoin later. The server will automatically mute the user, but this is misleading. If an admin moves the user into another voice chat, they can be automatically unmuted if it wasn't initiated by the user first. In this situation, I can be unmuted against my will.

Steps to reproduce:

1. Move a user into the AFK channel. Notice they appear as muted.

2. Move the user into a voice channel. Notice they are no longer muted.
