The vanity URL as a server boost perk makes no sense.
Say you've just got the 30 boosts required for the vanity URL. It'd be too risky to ever actually use it because if you lose a single boost the link is suddenly dead again. So you'd be better off either using a normal URL and/or setting up a redirect on a domain you control yourself (https://discord.example.com, https://example.com/discord, etc)
So unless you've got a sufficiently high number of boosts that you can survive losing a few, then actually using the perk in any real way becomes a liability. It's usability is for all practical purposes non-existent unless you have a significantly higher number of boosts than is required to actually get it.
Given that the total 'cost' across all the boosters of doing this is $1050/year (30x $35 boosts) at a minimum, taking away something that costs so close to zero that it'd be difficult to measure does not seem reasonable. At the very least there should be a fairly lengthy grace period, or ideally a fairly low 'lower bound' - say you keep at the 30 level for at least one month, then the URL should stay in place so long as you stay above 20 for example.
Today for example my server went from 30->29, the link was instantly dead. When it went back up to 30, the link needed setting up again as if I'd never had it. So why bother?

The only part of this I agree with is the link should be "reserved" if the boost falls beneath the threshold, so that someone else cannot take it 0 -
or maybe once you unlock it you keep it

I like Zyga's idea! I feel if you have a server that has managed to get that many boosts, the custom server link should be a permanent option for that server. It's a big accomplishment and definitely an issue if the number of boosts fluctuates close to the limit.

It's a security hole!
When the vanity URL is lost because of boost expiration, it becomes a security hole, because a fake server can register your vanity URL and do a phishing attack on your community!
