Notification Popup doesn't let click background apps - Windows 7

Hello.

I can check that notifications are a bit broken on Windows 7. They settle on top of any application, as normal, although in the same column they are position, it is impossible to click on any application that is showing behind it until it is dismissed; it's like the notification is not occupying only the space that is dedicated for it, the rectangle, it is occupying the whole column space it is on.
