Boolean operations for pings

Add boolean operations for cherry picking role pings. 

@Blue && @Red (syntax is debatable) would ping only people who are assigned both the Blue and Red role.

@Blue ||  @Red would ping people with one or both roles.

!@Blue would ping all people without the Blue role.

@Blue ^ @Red would ping people with one but not both roles.

This would be composable like a normal boolean expression:

@Blue && (@Red || @Yellow) would ping people with blue AND either red or yellow roles.

Maybe this could also be used to filter @here pings, so @here && @Blue would ping only Blue roles that are actually online

    This would be a really useful thing. We would use this a lot for league of legends. It helps for alerting to the game mode and the desired rank.

    I love this idea!  It would honestly be perfect in so many servers where you want to ping people who are in a specific ranking status AND who play certain roles AND who are online.

    I'm in a server for my university and it would be useful to ping only a specific year of a specific major.
