Discord Add Toggles To The Options Menu

I feel the best way to approach some of these changes is with more options. Everything should have a toggle.

Textbox hover should be a toggle
Reactions Menu should be a toggle
Option to change the alignment of the 'More' options menu to pick between top, middle, bottom
More options for the message and text spacer to be configuarable back to what it was.

With these toggles if you wanted to have the older layout, or if someone wants some but not all of the features they have the choice to do so.
