My Sensitivity Won't Move From -40db Why?

I press on the scroll bar/ little white rectangle and it won't move, my sensitivity is JACKED up and I can hardly talk or call because the sensitivity won't move. Im on a tablet currently, and I have changed from mobile site to desktop site but to no avail. I cant seem to change it.
