@everyone and @here shouldn't work if they're part of a link

Right now, if you post any link that has @everyone or @here as a part of it (eg https://some.link/text@everyonelul.png or http://sample.site/something?@here), it will actually ping. User pings don't work this way and I think those 2 shouldn't either.

  also works in quoting someone that has access to it, even if you don't
