User defined categories

So I was thinking if categories could be modified at the user's end?

There are some channels with a lot of categories, and being able to bring the one you use the most(which lets say happens to be at the bottom) to the top, or closer to the top, that would be fantastic? 

Maybe limitations can be added, where the discord admins tick which categories can be moved or not, and of course, these would not be able to be put on top of, lets say the intro channel or what not, at the admin's server settings.

Another ex. would be a server I am in the works of, and we have the main area, an arts area, a health area and a gaming area(categories) The gaming or health areas, being the focus to some, they might appreciate having it more to the top.

I can default the intro and main area to be at the top, with any categories under it to be moved around by the users to their liking/benefit/QOL
