voice chat activity notification

Realized today it would be cool if you could optionally enable notifications for when certain people in your friends list are in a voice chat in a server you are also in. it should also be optional to disallow certain people or everyone from getting notified if you are in a voice chat, to prevent harassment or keep your voice chat presence private.
