I'd like to create a voice channel where everyone can join, but those who do not have the rank of "streamer" cannot speak or share the screen at any time without the role.

  That's possible already using the "Speak" and "Video" Role permissions. Allow the streamer role to use them in the channel and other roles just disable their ability to use both.
