Increase Rate Limit

Hello,

today I come to make you a proposal which would be to increase the rate limit for certified bots. Indeed, when it comes to bots that counter raid, or that protect against selfbots,
it becomes difficult to ensure that the protection is optimal. It's frustrating for developers.

On the other hand, I think that the rate of rate limit ban for users should be tightened, in order to counter automated raids by selfbots, which unfortunately is becoming more and more common.

    I agree, I run a anti-raid/anti-nuke bot and the fact accounts can be made so easily and have such a high API limit mean they can do a lot of damage to servers without a anti raid bot.
