Only play TTS notifications for channels not muted

Right now, when you enable TTS notifications, it plays either every message sent in all servers you belong to, or the channel that you are currently on. I was really hoping that I could enable TTS and have it read the desktop notifications and ignore the servers and channels that I have muted. I don't know if this is a Bug or a poor design, but it would help to get TTS notifications and Desktop Notifications in sync...
