Using the Scroll Wheel to Alter Volume of Users and Stream

This feature will allow for users to control the volume slider using the scroll wheel.

The feature works great on things like Youtube video volume sliders and Spotify volume sliders.

This feature is also implemented on the Windows 10 volume slider.

Would really help with users who have issues using their mouse i.e. disabilities or high DPI mouse users.

Would love to see this implemented into Discord.

    This would also help to see where the volume slider is actually at.

    Since the hand cursor obscures it's precise position
