More anim toggles

First off: discord is ungodly laggy with a game running and no reduced animations.

Second off: discord does not respect certain settings if reduction animations is on.

Third off: the only animation I want toggled off is transitions. I want my gifs (on hover, screw the spiders) I want my bonkeline emojis I so righteously earned by nitro, but when I transition between channels, or discords, or relocate a discord that didn't belong above everything in existence, I don't want my laptop to go to 30 frames per minute.
