Ping Analytics for Server Owners / Admin / Mods

It would be useful to community servers to have access to Ping Analytics. That being, analytics on the reach of our pings.

For example:
I craft an announcement and ping @ everyone or @ somerole. 
As a user with appropriate permissions, I can then click on that @ mention and get a drop down that shows:
1) How many users with the appropriate role to get the ping.
2) How many users did not have pings silenced and will actually receive a notification. 
3a) How many users received some pop-up or push notification, be it on a phone or a desktop.
3b) How many users interacted with that notification. 

I'm sure better minds could figure out a better presentation, but this is the general idea. This would be immensely useful for Community Servers, particularly larger community servers.
