Feature Request: Flagging Members

So, this idea spawned from Twitch.

I think it would be great for mods to be able to flag problem (and potentially problem) server members- so that they have an easier time to keep an eye on what these people are doing in a server (e.g. highlighting their messages only for mods, optionally giving yellow notifications for mods so they know where these people are messaging).

Also, I would be great for mods to be able to communally add notes on members (server specific, of when warnings happened and what for) so that mods have an easier time knowing if someone has done something previously and how recently.

Legit, this would be so helpful in keeping track of things as a moderator. Even if it isn't this exactly, something to help identify members who should be watched out for would be great
