Bot Notifications

An API method to allow bots to send users notifications which appear as a snackbar at the bottom of their screen. For example, a reaction role bot can send a notification to the user indicating success or failure without the need to DM the user which requires extra steps from the users end. The potential usecases for this feature are endless and it would help both bot developers and users.
