Bring back compress image option regardless of network type

Now that the Android app is moving to React Native version, the ability to compress image becomes less useful, as now it only lets you compress if you're on a cellular network.

This isn't helpful and wasn't the case before, the compression option exists and there should be an option to use it regardless of which connection I am using currently. This is preventing me from uploading images normally, because the images are usually too large.
