Automatic message in vc text channels when someone leaves/joins vc or goes live

When there's lots of people in a voice channel, it's hard to know who's leaving or joining the VC. It would be super useful for an auto-message to appear in the corresponding vc text chats whenever a member leaves or joins, and to have this option toggle-able.

It would also be cool to have a message for when people go live or end their stream, but this isn't as needed as the other feature.
