New image viewer is really annoying

I've noticed the image view on iOS has changed a bit lately. Whenever I try to zoom into an image or pan around a zoomed in image, it'll often just dismiss the zoomed-in view. I'll have to zoom in just a little bit at a time or swipe with very small swipes in order to actually move around the image. Please revert this back to the old behavior where it'd only let you swipe the image away if it was fully zoomed out. Thank you!

  Hi. From what device do you find this issue? From PC or from Mobile (iOS).
