New feature: Photo / Picture posting Cooldown

If somebody knows this to be an feature already please me know.

I want to my server users to be able to send pictures on the voice text channel. But I REALLY don't want them to send 36 pictures of their cats in the span of 5 minutes.

I could just add colldown to the voicetext but then it would limit people speaking there. yes I could setup a media channel but some users protest not being able to send pictures in the voice text channel and I must admit constantly switcing channels can be annoying.

so what if we had a new cooldown setting next to the old one? I would like to be able to change how often pictures can be send without slowing the normal chatting down too much.

Unsure if this would change anything to the worse as it is just a new freature that does not really underline anything old in the system.

But if you see any possible issues with this let me know!
