If you DM them, they will see your message, as your profile would show up above all their servers.
If you @ them, then they will also see it.

yeah but i mean when u send someone a message u can see wether they didnt read it or did ( maybe an optional option would be cool for this)

Read receipts should be enabled for all private messages and it should be optional for small groups (IE: a private chat session where you have more than 2 users). There should also be an option to turn it on/off for that groups admin/owner.
They should not be enabled on servers with more than perhaps 100 members (and it should be an option set by the admin/owner of that server).

Personally, I would prefer this feature not to be implemented. I'm a developer and I receive a large volume of DMs and I leave a lot of people on read and respond to them when it is convenient

Read receipts for private messages would only be enabled if you have that user added as a friend.
Another idea is that there is a button at the top right in Discord (IE: where the start voice call and pin buttons are) which sends a request to the other party requesting that you want to enable read receipts. They then have to either accept it to enable read receipts, or decline it. When declined, only they can then send a request to you asking to enable it where you then have to accept it.
