Make Backgrounds a Feature for Non Nitro Users

So I have an idea which most discord users may agree with, have images be used for non nitro users as a background. We should have more customizations of our backgrounds for those who don't want nitro. Maybe let users change their background to any image, but they can't have an animated photo. I think that's reasonable for non nitro users and I think most people can agree with me on this. Please consider this in the future.
