Add short video messages to discord

This would be similar to the quick circle videos on Telegram, and they wouldn't take up a lot of space, since they're in low-quality, only a minute long, and limited to a circle format. I've never seen a telegram circle video bigger than 8 mb. Discord please add this if you do this and make voice messages better, there won't be that many reasons to use Telegram between me and my cousin, other than to upload large files.
