Notice Text Channel - So that you can't see the list of members

"I have a specific server (personal or community) that is composed of private channels where the member list is not visible to other members.

I want to operate one or more chat channels in this server to use as an announcement channel and send a notification message to all members without sharing the member list. It would be great if there was a setting feature within the channel where only 'message read (including history)' is possible without being able to view the member list."
