Rules have been remvoved?

I need to edit rules on my community and cannot do this, the option is no longer there???

This should be basic admin functionality

  If you're talking about the "Membership / Rules Screening" where members are prompted to accept the rules before participating in the server, that's been moved to the "Safety Center" tab, and there, click on "DM and Spam Protection". There you'll see the option to require that Members accept the rules and can edit the rules by clicking the widget. 
  
  If you're talking about a channel, be sure to check the permissions in the channel. Make sure you have permissions to view the channel and send messages.
