Timeout reason improvement.
Currently, when you timeout a member, discord allows you to give a reason but that reason is only visible to you and other moderators who have access to the audit log. I'm suggesting we let members see why they're timed out rather than have them be irritated, then further pester the staff and lead to uneccesary confusion.
