Onboarding needs some adjustments

the current criteria for turning on the Community Onboarding is to have at least 7 public channels and 5 of them users must be able to write into them.
Personally, this is a huge limitation for many servers. It limits admins to let the servers completely open without any customization made to their servers.
In my case, we have 3 visible channels at the start, and none of them have write permissions for @everyone.
We have a complex rule set that cannot be input into the pre-build rule Discord system. The user there must accept the rules, then another section opens with role selection and text prompting welcome messages for joining the community. But even though the section would be public as well ... in total, only 1 channel has set write permissions and 6 are visible in total.
This is a very special case, but I a lot of servers have similar issues, in my opinion.
I would like to use "Question" and "Server Guide", the limitation to the channels just does not allow me to make a nice view of how the server works. The current design of the feature is only for a small percentage of servers.
It would be also nice to be able to select channels that are locked for @everyone as well because it can open up curing proceeding through the Server Guide.
