permission for onboarding questions

I think it would be very useful if there was a permission (which @everyone would have by default but can be changed) which users must have in order to be able to access the customization questions. This would be useful for servers (like mine) which have a waiting room channel which new members are confined until they are let in. Please make a way to limit what members can view the onboarding questions.
