Mentioning in Replies

Currently when you reply to someone it automatically has mentioning on. Here are 2 examples I thought of that you could do with this.

a. Have a setting some where that allowed discord users to turn mentioning automatically on/off.

b. just have it automatically off
Idea a of course being the ideal one.
