Notification Setting for Replies

There should be a way to disable all notifications from a server or channel that come from an @ generated by a user using the reply functionality.

There are any number of use-cases, but one I am intimately familiar with is using a channel with a "topic". It is common to "reply" to the topic, but this ends up with the admin/moderator who pinned the topic being swarmed with @'s from users who did not disable the notification on their reply.
