Notification cooldown

It's been suggested repeatedly and it's time to add this ridiculously basic feature.

Discord is already bad about repeat notifications, even with servers/channels muted, DMs are an absolute nightmare.

Especially because

so many

people

seem to like

sending

messages

like

this 

and

I

don't need

a new

notification

every

single

time

on

three

different

devices.

Please, for goodness' sake, stop this from being so awful. Let us add a simple delay before repeating notifications from the same source.
