improved TTS

the current tts is not really usable, since it gives speech to everyone who is at that moment watching that chat.

my idea would be what I made my bot do. make it only or make a seperate specific command to only do tts in combination with voice channels, so that the only people hearing the message would be the people in voice chat.

it would still be typed inside a text-channel, but discord would then check if the user is in a voice channel and only transmit speech to that spicifc voice channel. this function would ofcourse need to be managed with permissions and channel specific permissions
