DATA SAVER MODE (help remote office workers)

Many of us are sitting in remote offices, often over cellular networks. Please add a simple option to try to limit the bandwidth usage.

1. Very low bitrate video (optionally higher bitrate if a user/desktop feed is focused)
2. Turn off downstream video while only in tray

  3. Disable gateway connection except for kicks, bans and DMs
  4. Disable typing events
