Different Role screen in server settings

Hello, I would like to ask something that caught my attention.

As an owner of two servers, I saw some difference while managing both servers. I saw the Role page on Server 1 looks different than the role page on Server 2.

Here is the different Role Page in Server 1:

I know that this must be something done by the owner, but what exactly this feature called? And also, I would like to add this feature on Server 2. 

Is it related on enabling Community Server?

    This is actually a new feature in development.

    It will be released soon, atm it's on roll-out.

    That means, some servers have it, some not, some user has it, some not.
