Sort members in member list based on roles that don't have "displayed separately" enabled

For example you have 2 roles. The first role is called member and the second one is called active. The member role is set to "Display roles separately from online members" but the active role isn't. 

What happens right now is that the "members" list is sorted alphabetically and random users with the "active" role show up green in that list, depending on where their names are in the alphabet. 

My idea is to sort that "members" list by roles higher than it. So the "members" list would first be everyone with the "active" roles and then everyone without it. Basically the role system we have right now, but inside another role system. 

This way we can award people for having certain roles without having to create an entire new category and we can stop people who put "! ! !" in front of their name from getting to the top.
