Problem with Viewing someone else's Stream

I'm trying to View someone else play a Game, but I can hear the Stream but the Stream has been stuck on loading. and also Someone else who was viewing the Stream could see the stream but could not hear it. I also tried restarting my computer, my discord, and everything. but still nothing. Their stream was basically borderless too.

   Same, I am in Toronto, Canada. Can only hear the stream from my friend in New York but no video. Only loading dice.
