add a "voice messages" feature

Hello everyone,

as mentioned in the title, I would like to propose the idea of adding the possibility to send voice messages in Discord.
This application is used a lot to make group calls, so voice is used. But voice messages have not yet reached us (unlike most social networks).

  This is possible. Do /tts to send text to speech messages
