NSFW emote blocking
There are plenty of NSFW servers with either NSFW or tip toeing on the line of NSFW emotes. With nitro people can post these anywhere. It would be helpful to have some form of moderation control that would allow blocking of such emotes. One suggestion would be block emotes from any server with a NSFW channel in it, if that's too aggressive, maybe require servers with the desire for such emotes to label the whole server as NSFW in some separate way so such emotes could be blocked.
Edit(added suggestion from StrayCat): Create a NSFW setting for emotes so such emotes could be blocked in servers or channels where they shouldn't be allowed.
Honestly as a moderator it's kind of tiresome when people don't know the line they're crossing, so any features which help deal with such continual pains are appreciated. And really the same goes with the gif system as it's based on tenor, it's more that it would suck to take away such nitro benefits because the few who can't handle it.
At the end of the day it isn't a massive necessity, just would make life that little bit easier.

Is there anything specific in the TOS disallowing them? I am wondering because I am part of servers with NSFW emojis that have cracked down on PFPs lately... I am wondering if they need to clean up their emojis as well.

I don't recall anything like that from last time I read them. But I am not certain and don't work for discord etc. Generally I would think using them in an NSFW area wouldn't cause issues but I could be wrong. With the advent of the iphone restrictions on nsfw materials though that could pose more opposition to NSFW emotes. I think NSFW emotes have a fair place in servers so I think Discord should add an NSFW setting to the emotes uploads.

Tbh, this is a pretty big problem, as a server owner it's really annoying, random trolls joining and spam nsfw emotes in sfw chats, and discord seems like just ignore the fact that we should have an option to restrict nsfw emotes in some channels

It's a shame people have to ruin everything. NSFW emotes have a time and a place, but of course trolls exist. So why Discord doesn't have a setting for this is beyond me. Sadly if it ever gets added it will probably be used to be restrictive against NSFW servers, not just as a tool to protect the SFW ones. If the iOS thing is anything to go off of, Apple in particular has put a lot of pressure on companies to be 100% SFW all the time, or get kicked out of the walled garden.
