Allow users to choose Video Image Refresh Rate?
In some cases, showing video at the rate of many "movie frames" per second is undesirable -- while sound would remain normal. This is especially true for users with slow connections or limited data plans, or large groups where bandwidhth would otherwise be an issue.
For example, a stream of a tabletop game board often doesn't change fast, so it could easily be shown more like a series of still snapshots (a second or so apart), rather than as a moving image (of many identical images per second).
Other examples:
A teacher who streams images of various lesson handouts as he spends a few minutes discussing each doesn't really need anything more than occasional "snapshots".
Someone streaming Youtube videos for an online dance or music session might need only the sound, like this one:

It seems like this functionality would be easy to implement, too, allowing both the person providing the streaming and the viewers to choose the video image frame rate (sampling rate) of what they are displaying or viewing. It would reduce bandwidth needs, especially for larger groups. It might even make 100 person video channels feasible for concerts, lecture classes, and more.
